The company aims to incorporate Lightning into other fast layer-1 networks, including Bitcoin and Solana, marking a broader strategy to establish layer-2 solutions as the default on the Coinbase platform.

Contrary to earlier speculation, Armstrong clarified that Coinbase has no intentions of issuing a token for its layer-2 network, Base. This statement contradicts a prior suggestion by Coinbase Chief Legal Officer Paul Grewal, who hinted at the possibility of a token in the future. Nevertheless, a Coinbase spokesperson confirmed that there are currently "no plans" to introduce the Base network token.

Armstrong expressed contentment with the progress of the Base network since its launch in August, becoming the third-largest tier-2 in terms of Total Value Locked (TVL) at nearly $500 million within months. The company is actively working on integrating Base with various applications, with developers reportedly expressing great enthusiasm for layer-2 collaboration.

Internally, Armstrong has set an ambitious goal to achieve average transactions on Coinbase "under one second and one cent." Realizing this target will necessitate enhancements to the Base network and the establishment of layer-2 as the default solution on the platform.
